The Toll Brothers response involved residential housing and commercial/retail development on county owned land. Below is the letter from MIDCO and partners in response to the issuance of the RFI and the process of possibly developing the McCoart area.

Dear Supervisors,
Our organizations believe strongly in community participation and work to facilitate community involvement. We are long-time community partners with county government and believe that all projects, particularly projects involving public property, are made better with community input.
The Board Of County Supervisors (BOCS) recently issued a Request For Information (RFI) regarding sports tourism opportunities at County Government Center Park (McCoart Center). For the reasons above, we ask that you now take a step back and reach out to the citizens to find out what they think before any further outreach to the business community. We urge you to re-start the process to plan the 65 acre stadium area and the larger McCoart area referred to in the RFI by listening to residents from across the county first. This can be accomplished with town hall meetings, charrettes or any type of outreach that gathers citizen input. With the community’s input in hand, a new RFI can be generated and a final plan formed. Finally, actions taken should be carefully integrated with the on-going efforts by the Planning staff to update the Comprehensive Plan.
We stand ready to help facilitate and promote these community meetings and outreach. As stated above, we know that involving the community at the front-end of the process will result in a better project and will certainly help bolster community support.
